Which option to be used to set Price eff date based on ship date?

We have a requirement that price effective date should be based on actual ship date. However, actual ship date does not comes up until shipment confirmation so promised ship date would be a good option instead. Which option in Adv pref 18 should be used to use promised ship date? Option 2 does not seem to use Promised ship date.
