R 12.2.8 customer master, during customer contact creation, Address Line 1 is not a mandatory field

R 12.2.8 , In customer master we are facing a issue in customer contact creation. System is allowing to save a contact even if we don't fill-up the mandatory fields . One such example is Address Line 1 *(marked with asterisk), even if we don't enter any value system is allowing us to save the record. Earlier in 12.1.3 system won't allow to save. Attaching screenshots.  Business needs this validation to be working, as it was in 12.1.3.
