Very poor performance In Intall Base 12.2.10

We have just upgraded from 12.1.3 to 12.2.10. We are experiencing many slowdown problems in 12.2.10 that we do not have in 12.1.3. To the point that a simple instance query by sales order number takes several minutes with the web server timeout. The same action filtering by exactly the same sales order in 12.1.3 is answered immediately. Both environments have the same RAM, disk speed and processor resources.

Comparing the queries performed by the functions in both 12.1.3 and 12.2.10 we have found the following. Attached are a couple of images for both versions. A command that greatly influences /*+ use_concat */ has disappeared from the query. It is in 12.1.3, but it's not in 12.2.10
