Why are there now so many bugs fixed starting 21.6

Hi Support,

We normally check future versions to see which bugs will be fixed but starting with 21.6 and also in 21.7 and 21.8 there are way, way more bugs being fixed for each of the releases than I had ever seen for a Siebel version.

Normally when I search for a Siebel version we might see 3 -4 +/- bugs being targeted for a given version but 21.8 has 15 bugs targeted to be fixed.

Is it that more bugs are really being fixed or is that the bugs are being better tagged with with version they will be fixed in?
