Why can't the config tool find system-jazn-data.xml?

Doing an install of Hyperion Version 11.2.4.0. Install completes cleanly, but the config tool fails to deploy Foundation Services and Workspace to the Application Server. Checking the log file it says that it failed because it couldn't find system-jazn-data.xml. Has anyone else had this happen to them?
