Why EDSP flag does not update to Y when R011110Z Who's Who change /Update is executed?

When the Z processor job R011110Z gets executed as part of the Who's Who mass upload, the EDSP flag on the F0111Z1 table for the updated records does not update to Y after completion. While the other Z processor jobs for Customer Master upload ( R03010Z )and Vendor Master upload (R04010Z)updates the EDSP flag as expected, only the Whos Who does not work in a similar fashion. Is this a bug?
