AME setup for "EAM Work Request Approval"

We are upgrading our server and moving to Oracle Applications : 12.2.9 from 12.2.5

As per documentation 12.2.9 allows AME setup for "EAM Work Request Approval"

I have Checked "Enable AME Approval" Process Flow check box in EAM Parameter

and setup simple flow in AME.

System is still getting approval for Department Approver. If I remove any department from "Department Approval" then Work Request can not be submitted for missing department.
