Opera 5.6.10.1 Report Scheduler Configuration

I do not believe our Opera is set up correctly. I should be able to adjust the Parameters and Settings when building a report in Report Scheduler. And it will not let me do it. Having worked with Opera for many years, I know this has happen to me before. I cannot recall which setting in configuration needs to be changed to allow this to work. Any help is appreciated.
