500 Internal Server Error return while running OAF page from jdeveloper

We have recently upgraded our database from 11g to 12c and our EBS version is 12.1.3. After upgrade our database, OAF pages are error out while running from jdeveloper. We have used jdeveloper patch 23111832 as suggested by oracle SR but still issue is not resolved and below contents are present in sqlnet.ora and sqlnet_ifile.ora files.

NAMES.DIRECTORY_PATH=(TNSNAMES, ONAMES, HOSTNAME)

SQLNET.EXPIRE_TIME= 10

SQLNET.INBOUND_CONNECT_TIMEOUT =60

SQLNET.ALLOWED_LOGON_VERSION_SERVER=10

IFILE=/devdbnew/app/oradev/product/12.1.0/network/admin/DEV_tjpsb007/sqlnet_ifile.ora

Kindly help us to resolve the issue.
