looking to Have HMR change the TO: field to a static value (like2122223333) based on receiving a 480

TO: "User 4401234567"<sip:14401234567@sip.pstnhub.microsoft.com;user=phone>;tag=bf17d866256944cfb476e6f5c91b7155
(would like to change the TO: field to a different value (2223334444)based off of the 480)
