How to default 401K enrollment with 0 percentage or 0 dollar amount?

Currently we default 401K plan to waive for new hires. If they want to contribute in 401k plan, they have to fill out a form and email to our benefits department. Benefits will then create an event and enter the contribution election for the employee.

We would like to change the default to enrolled with either 0 percentage or 0 dollar amount so that employees can make the election on self service.
