Managing Databases using Enterprise Manager (MOSC)

I am setting up adding a standby database in OEM and I keep running into this error.

My create standby database fails with this message:

dgcreate.DGgetDatafile: SELECT NAME FROM V$DATAFILECan't "next" outside a loop block at /opt/oem/agent/agent_13.3.0.0.0/sysman/admin/scripts/emd_common.pl line 436.File /opt/oem/agent/agent_inst/sysman/config/emd.properties is not a text file

I have verified the files.

Any ideas? Could it be a timeout setitng? Anyway I can override it?
