How to configure one listener on oracle 19c to serve both oracle 12c database and oracle 19c databas

Hello, 

I try to migrate listener of oracle 12c database to oracle 19c database to serve both oracle 12c database and oracle 19c database. 

1. I stopped the listener of oracle 12c.

2. I copied the tnsnames and listener from oracle 12c to 19c (sqlnet, listener and tnsnames of oracle 19c already exist)

The listener started well on oracle 19c  but i cannot connect to any databases

Connecting to (DESCRIPTION=(ADDRESS=(PROTOCOL=TCP)(HOST=LXORADEV03.corainfo.net)(PORT=1521)))
