Delegation Framework - Initiation

Hi,

I would like to know the steps to configure delegation initiation for Finance. We are in environment PUM 40, Tools 8.59. I am trying to delegate submitting expense report on behalf of signing officer. I do see the checkbox on 'Workflow Transactions' page. Would like to know what more is required to trigger this configuration.
