Can I safely deactivate this application user "ISGADMIN" account in EBS R12.2.10?

Hi Experts, I need some advise.

Why new application user "ISGADMIN" is created & locked after R12.2.x upgrade (Created & locked by ORACLE12.2.0)? We dont want the user account "ISGADMIN" shows in "Active Users" report if this EBS user account is not need to use after upgraded. Can I safely deactivate this user "ISGADMIN" account in EBS R12.2.10? Thanks.
