Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Create Common User Fails with Parallel Query Server Error

Hi,

In a 19.3 DB when I run the create user command it errors as shown below;

the same command worked on Oracle 12c. The alert log has the following error,

which is not in the standard lookup for error 600s.

Any advise or help will be much appreciated.
