Issue with persistent XML file trying to be processed

I am encountering a strange issue. I have a process that inserts an XML file into a table so it can be parsed and then inserted into a table. It has been working just fine for over three or so years without fail.  Now I am getting the error below for one specific file. Even though it is not in the directory to be pickup for processing for some reason it looks to keep trying to be processed. Since the file is not there I believe this error occurs. Any help getting this resolved is greatly appreciated. Thanks

 ORA-22288: file or LOB operation FILEOPEN failed
