swapping issue on Oracle database

Hello,

We had an issue on an Oracle database 12.2 which consumed all the memory on the server. It used 13.7 Gb of PGA and 6.5Gb of SGA and the server has 20.6 Gb. PGA_AGGREGATE_LIMIT is setup to 0 because we thought it would take maximum 90% of the server memory including the SGA size. But it is also said that if you setup 0 there is no limit so which sentence is correct ? The information I found are on the below link
