Why is PostDBInstallSetup inactivating all those WF's which are never modified.

There are several vanilla WF's which are used as part of Order-Asset-Ticket flow , all those were never modified by us , as they were Vanilla WF's , but as part of 21.7 update after running the PostDBInstall Setup , those WF's are now marked as Inactive.

There could be more WF's [Vanilla] which were are using it as is , but are marked as Inactive.

How to prevent this from happening?
