Error Message: To use the Oracle Ribbon Menu, recreate the document. Alternatively...

When I create a new journal template in Desktop Integrator and also when I am creating a new template in Oracle Report Manager, I am occasionally receiving this error message:

I can close it and re-create the template and it works fine.....the template is created with the Oracle menu on it and no error message.

Any idea what causes this and how to prevent it?
