Is there a client-only patch for download to resolve the Client-Only Vulnerability: CVE-2021-2351?

It appears Client-Only Vulnerability: CVE-2021-2351 is resolved with the 19.12 CPU, but I cannot find a client patch for it. Additionally, there appears to be a sqlnet.ora update required to "activate" the patch resolution and prevent use of weaker ciphers.

Can anyone provide/confirm the following:

-Download URL for the client patch?

-Does this need to be applied to all clients?

-Does the sqlnet.ora update have to be pushed to all clients and servers?
