Should I upgrade Oracle Enterprise Manager Ops Center from 12c to 13c?

I am at Enterprise Controller Version:12.4.0.0.0 (b1201). Looks like there might be 13.5 out there now. We have nothing in the cloud all of our infrastructure in on-site.

What kinds of things do I gain going to a later version? Is there a document out there that tells me how to upgrade from 12.4 to 13.3, 13.4, or 13.5?
