GLLEZLSRS/'Journal Import' spawned cp error 'no control rows were found in GL_INTERFACE_CONTROL'

I have created a custom package/concurrent program that loads data from a file into a custom stage table, generates all required fields and populates the GL_INTERFACE table. I would like to also submit the Journal Import program from this package/cp but the spawned job 'Journal Import' errors as shown in the log file below:
