Migration to new server 12.1.0.2.0

Dear Experts,

We are planning to migrate our existing 12.1.0.2.0 database(single node-nonrac) to new server.(cpu cores added).

os is same on both old and new servers and it is rhel 7.

source and target have same os and same file systems.

Concern is:

1)Take tar backup of oracle home and copy to target,then untar and then run clone.pl which will relink and update the inventory.

Is it mandatory to shutdown the database before taking tar backup of oracle home?

We have performed the migration in test server where we did not shutdown the database before taking backup of oracle home and we are able to successfully configure oracle home in target server.So,just wanted to confirm whether it is mandatory to shutdown database before taking backup of oracle home?
