UOM Conflicting Conversion Factor

I've studied the Note: 2102783.2 and I'm unclear if the conversion the user wants to do between CS and LB is not possible, or if it's just the quantity that's wrong?

If the EA weighs .11 LB and there are 200 in a case, why does 22 LB not work as a conversion from CS to LB.

We do use JDE Transportation, but this problem has been happening since before Transportation was installed.
