Prevent Shipment Consolidation

In Transportation Constants we have Single Order Consolidation turned on to consolidate our order lines onto as few shipments as possible.

If we don't have stock for an item, the pick date may be pushed to lead time and based on the item, that could be a number of weeks into the future. Those lines get a shipment number because they are outside the allocation window. Other lines may not have much lead time but could also be backordered. For those items, the pick date stays as the date the order was entered. They have a backordered quantity and no shipment number.
