How can i set escalation time in requisition for an approval route?

For 9.0 JDE I want to set escalation time for the next situation:

I have two approvers for one originator, the approvers are set on the same group. I want to send email to first approver instantly when requisition was subbmited and for second approver later with 5 minutes.

This workflow dosen't work, the approvers receive the email in the same time.

Please help me with an advice.
