Is there a cost if the "workbook template limits" is defined increased per user?

The Workbook Template Limit views are used to limit the number of workbooks that the user can have saved. 

For RPAS Cloud Edition version 19.0, Is there cost associated in terms of server sizing if the "workbook template limits" is increased per user? Example each user can save up to 20 workbooks.
