Post upgrade WF monitoring level throws error

Upgraded our Siebel from IP14 to IP21.7. in DEV env, we are unable to increase WF monitoring level.

Error:

SBL-BPR-00236: A Workflow Monitor Definition Level was not found.

When checked table 'S_WFA_DEFN_LOG', it has 4 records for custom WF(whose monitoring level need to be increased). Where 2 records are in active state.

Any suggestion, how to overcome this issue?
