Prevent PDF text to be changed with external software

Currently using Oracle BI Publisher 12.2.1.2.0 to generate reports in PDF.

Initially, use an RTF file with Word 2019 MSO 16 to create the layout and use the definitions for PDF as stated in Oracle’s website to prevent further change upon generation of the report.

However, software like Adobe Acrobat DC and others will allow the PDF text to be changed regardless.

It’s important to prevent this issue. Is there any way to use BIP to make it impossible to use any external software to modify the report right after it’s generation?
