Excel Template Editor - cannnot add new lines

I am trying to add new lines in the FSG excel template. I click on ADD-inn > Oracle >FSG Template>Insert> Row and pick the row from the list. This however is not doing anything and no row is added. It works however in a standard new template. Please let me know what I may be missing.

This is in EBS R12.1.3, Report Manager, FSG Template Editor.
