Why aren't July '21 Windows Bundle Pathces available yet? ETA?

Please, let me know why I get 'Details for Patch 32832237 not found' and 'Details for Patch 32775037 not found' messages when I attempt to download these respective 19c and 12c Windows Bundle Patches for July 2021 using the links in the document "
