What if a licensed product is showing as Not licensed in EBS License Manager

Just wondering if there is any downside of a licensed product in EBS is showing as not licensed in the License Manager. We implemented Oracle Incentive Compensation module in Oracle EBS 12.1.3. Our consultant should have asked us to flag it as licensed but never. We also didn't realize it.

We are now upgrading to 12.2.10 and I noticed this. The upgrade process ran fine and I see the required patches for OIC are installed to.

I don't know if I should ask our Sysadmin to flag this product as licensed and looking for some suggestions here.
