Loading VISA VCF4.0 file Credit Card Info in Peoplesoft

We are working with USBANK to the Employee Corporate Card VISA info and transactions into Peoplesoft. We got the transaction file and loaded it for the first time and we got error on the data not existing in the ps_cc_card_data_ex table.

We got a separate file from USBANK for VISA Credit card info (starter file) which has information about the VISA Credit Card, tried to load this file, got the same error.

Does Peoplesoft 9.2 EX module, has ability to load the VISA credit Card info into Peoplesoft table?
