When creating a Configurator Order using Process_Order API, getting Configuration is incomplete

Created a Configurator order using below note. It enters all the lines, but the API ends with "Configuration of XXXX is incomplete. Please select all required options."

API Script to Populate All Option Components Of PTO Model without using configurator (Doc ID 1519849.1)

When I compare the headers and lines of this order and a similar order I created from application, it looks similar. Only different I found is when I look at CZ_CONFIG_ITEMS, order created through API has less lines compared to the one created from application. Is there a way to correctly populate this table?

We are on Oracle Applications ERP 12.2.3
