Invalid Pay Grade/Step When Adding A Pay Grade to A Job Code

Hello,

When entering a new job code into the system and attaching a Pay Grade when I click OK, I get error 1469 for Invalid Pay Grade/Step.

When I use the visual assist for Pay Grade, I am taken to P08PG

If I turn off the Pay Grade Step flag, because I only have Pay Grades By Class setup, not Pay Grade/Step, I can then add the grade to the job code with no error. Is there some system setting to not have the Display Pay Grade Step flag turned off since we are not using Pay Grade/Steps just Pay Grade By Class?
