VCF4 file format, whould it be either variant or fixed lenght?

in Payables and Cash Management - EBS (MOSC) Question

As in other SR, it has been stated that both lenghts are acceptable, but we need to know which one better suits Oracle Cloud. this is for an integration between the bank, to put the file on a SFTP folder and for Oracle to read the file.
