Inactive cluster of database sends a job for Oracle Scheduler Agent to be executed

In the logs of the Oracle Scheduler Agent, we see that it receives jobs from an inactive database cluster, and, moreover, always from one node of this cluster. The database itself, according to the DBA, is off. Can you please tell me, how to understand, what is running on an inactive cluster, what can be scheduled to send tasks to the agent for execution? This behavior began after restarting the cluster with an inactive database.

Jobs are also received from the active cluster.
