Getting error in Oracle E-Business Suite 12.2.8. After upgrade from 12.1.3 to 12.2.8

in oracle 12.2.8 when we assign any application responsibility and try to access the same immediately then getting error not a valid responsibility for the current user. Please contact your System Administrator. This is for standard form also , web also.


Please help with solution.
