Does PASSWORD_ROLLOVER_TIME = -1 disable password rollover functionality?

The DEFAULT profile in my 19c database has the PASSWORD_ROLLOVER_TIME parm to -1. The documentation only mentions the value of 0 as disabling the parm's functionality. Does -1 have the same effect? Thank you.
