Swap to Waitlist for Different Section of Same Course Without Dropping Original?

Is there any way to configure my environment so that when students use the Swap function to change sections within the same class to a section that is currently on waitlist, the student stays in the original section until the new waitlist section has a spot open for them?

Currently, when they swap to a waitlist section it drops them from the section they're currently enrolled in and waitlists them for the new section.

Swap should let them stay in their current section and waitlist for their preferred section at the same time. That's the way it works when they try to swap to an entirely different class that's waitlisted, and the same should be the case for different sections of the same class.
