Re-running a Bulk Enrollment to add a class that did not get enrolled the first time

EBS Oracle R12.2.7 - Oracle Learning Management

My HR OLM Admin has a "Bulk Enrollment" scenario that threw an error and I'm wondering if this is actually functionality and "Single Enrollment" would have to be used.

Scenario:

Employee had already requested the learning path for himself but he only received 2 of 3 individual classes due to some pre-set designations on the class. 

HR Admin thought that an enrollment in the learning path from them would still enroll the employee in the 3rd class that the employee could not access by request.

HR Admin ran a Bulk Enrollment again thinking it would enroll the employee in the 3rd class.
