Dump Pump Import Error - PROCACT_SCHEMA - identifier 'DBMS_AQADM' must be declared

Hello experts,

we are performing an export on Oracle 12.1.0.2 and are importing into Oracle 19c.

This errors can only be reproduced when exporting on Oracle 12.1 (not on 11.2, 12.2 or 19c).

The errors is depending on the export dump file and occurs on all mentioned version on import, if an "erroneous" export dump file was created when exporting on Oracle 12.1.

But this does not happen on all Oracle 12.1 users and not every time!
