Assignment Costing - Allows for costing assigned less than 100%

Product Name - Oracle Payroll

Product Version - 12.1.3

We have created a custom role to allow certain users outside of HR in Corporate accounting update an employees assignment costing strings. As you can see from the screenshot the application allows for less than 100% allocation to be entered. Below I have entered a total of 99% going to multiple costing strings. My expectation is the remaining 1% of the employees salary would be allocated to their home organization but the business wants to enable a personalization that if any costing strings are entered, that is must add up to 100%.
