Oracle 19c Restart versus Oracle 19c Clusterware Installation

We previously prototyped Oracle Restart 11g for a two server installation.

When installing Oracle 19c Restart, the option is only for a standalone server.

We installed Oracle 19c Clusterware for Databases with ASM over 2 servers to handle failovers from the active server to the second server as a backup.

Is there no way to install Oracle 19c Restart with two nodes?

Does Oracle 19c require the use of Clusterware when more than 1 server is involved?
