Notifications from Weblogic Console?

We have an application that uses WebLogic. Occasionally, I have a server that shows the service is running on the server itself; however, on the console, it shows as Shutdown state. Is there any way to monitor the state on the console and have it email me if the state is anything other than "RUNNING"? Typically, I only know if I'm checking because of a user reported error. Any suggestions?
