Instant Client ODBC Driver cannot be loaded

Attempted installing Oracle InstantClient 12.1, 12.2 and 19.12 all produce the same result. I get the following error when I attempt to setup the System DSN.

"The setup routines for the Oracle in instant client_12_1 ODBC driver could not be loaded due to system error code 126: The specified module could not be found. C:\instantclient_12_1\SQORAS32.DLL)"

No matter what is done.

  • Attempted regsvr32

Visual Studio C++ Redistributable 2013, 2017 and 2015-2019 are installed.

.Net 3.5 is also installed
