Sourcing rule with 2 warehouses not working correctly

Hi All

We are in EBS 12.2.7 and using ECC V5 iProcurement to issue internal orders to warehouses.

I am trying to make a Sourcing Rule work with 2 inventory org/warehouses.

The Sourcing rule is in an Assignment Set and that Assignment Set is set for the iProcurement responsibility in the profile MRP:Default Sourcing Assignment Set.

This Sourcing Rule works when the item in available in HS2 but when it is out of stock the internal requisition is not getting sourced from HS1.

Something must be missing from my setup.

Can you assist.
