iProcurement - RFQ or Negotiation Not Clickable

in Procurement - EBS (MOSC) Question

Hello,

In iProcurement, from requisition lines, if it has a RFQ or Negotiation, then hyperlink is enabled to navigate to view the details of RFQ.

We have noticed that for some users, RFQ or Negotiation is enabled and for some users, it is not enabled (hyperlink is not clickable).

What could be the reason for it and how to make it uniform for all users?

Appreciate any insight or help.
