No access to Setup Details PA Attribute Groups after upgrade to R12.2.10

We have upgraded from R12.1.3 to R12.2.10 (still in test phase).

In R12.1.3 environment I could navigate to Project: Setup Attribute Group and query and create Attribute Groups for Business Entity Projects and Tasks.

When I query that same page in R12.2.10 environment I only see existing attribute groups of business entity AGREEMENT and POGB.

Is there a security setting or profile option that I'm missing?

I compared the Menu's linked to the Responsibility and these look the same.

Have also raised an SR, however possibly more people have experienced this strange issue.
